The goals of the Tbilisi International Film Festival (TIFF) are to provide unique opportunities for deeper understanding and appreciation of artistic cinema and to encourage, promote and inspire young filmmakers though professional encounters with world class artists and experts. Screenings, industry panels, master classes, retrospectives, and other showcases arranged each year actively support the talents and creative visions of young filmmakers. The Film Festival also seeks to establish TIFF as a meeting place for South Caucasus filmmakers, international producers, sales agents and distribution companies

The Festival is organised by the Prometheus Film Centre, which holds all the copyrights for the Festival’s name and official logo

General Rules
Participation in the Festival requires observance of the regulations herein. Producers, distributors or other parties who submit films to the Festival must guarantee that they are legally authorized to do so. The Director of the Festival reserves the right to adjudicate any cases not covered by the regulations herein, and can make exceptions to the regulations in justified, well motivated cases. Should any dispute arise regarding the interpretation of any article contained in these regulations, the original Georgian version is to be considered binding.

Competitive Section

International Competition
Directors’ first or second full length feature films in 35 mm with optical soundtrack and minimum running time of 60 min participate in the competition programme. A DVD copy of the film with English subtitles for the Festival commission preview and selection should be submitted to the Festival Office no later than 15 October 2011. Films will not be considered if released before 1 January 2010. After additional notification on film admission to the competition, the filmmaker should provide the Festival office with the following documents:
- Completed entry form;
- Film synopsis and official trailer; Official trailer or excerpts from films will be shown on television for promotional purposes only if permission is obtained from the producer;
- Photo of the director, his/her bio and filmography;
- Original dialogue list and its translation into English;
- Full list of artistic and technical credits;
- Other promotional materials, press accounts.
NOTE: DVD screeners should be sent only by regular mail; express post is unavailable due to certain custom issues
Hospitality
A selected feature film will be presented at the Festival by the director/producer. The Festival will cover international travel and lodging expenses.
Non-Competitive Section
Is a showcase of independent European cinema’s latest trends, especially of directors who have already been featured during previous festivals. It consists of following sections:

Festival Juries And Awards
The competition is judged by tree different Juries:

International Jury
Members of an international jury and its president are appointed by the festival director to award the Golden and Silver Prometheus. The Jury is comprised of five prominent representatives from the world of cinema and culture.

Parajanov Jury
Comprises three members and awards for the Outstanding Poetic Vision.
- FIPRESCI Jury
Award-winners are expected to attend the closing ceremony and to mention the award as announced, nationally as well as internationally, in their publicity and promotional material.

Transportation and Insurance of the Copies
The cost of forwarding the contestant film shall be paid by the sender, while the Festival assumes responsibility for sending it back. A copy of the selected film shall be delivered to the festival office by 25 November 2011.
The festival assumes responsibility for the film from the moment of its delivery to the moment it is sent back. If the film is damaged or lost the Festival's responsibility is limited only to the cost indicated in the application form.
Final Provision
By filing an application form the applicant agrees with the rules set forth above. It is Tbilisi International Film Festival policy not to offer explanations for rejecting films.
Festival Guests
Decisions related to the invitation of guests, conditions of their stay and accreditation are made by the festival directorate. Applications for the festival accreditation must be received before 10 November 2011.
